Rough seas offshore certainly can cause a host of problems, but accidents happen in a wide variety of conditions.

Certainly boaters have a responsibility to keep an eye on conditions to make certain they don’t get caught in situations they, their crews, and their boats can’t handle. Still, accidents happen throughout the range of conditions.
