Because of the “tractor” nature of the Volvo Penta Forward Drive lower unit and also the Quick Launch tabs, the Regal 19 Surf was very fast to plane, getting up in just 2.9 seconds. Time to 30 mph was 6.8 seconds, also fast -- important numbers for a dedicated tow-sports platform. The wake is created and shaped by the boat’s displacement and the tabs -- she carries no ballast bags. The price is $39,980.

Captain's Report

Regal Surf 19 ESX idle
The Regal 19 Surf has an LOA of 19’10” (6.05 m), a beam of 8’3” (2.52 m), and can accommodate nine guests on board.

MISSION

Regal’s 19 Surf is aimed directly at recreational wakesurfers and wakeboards who are not in competition and want an affordable boat that creates a great wave.

It wouldn’t necessarily be accurate to call the 19 Surf an “entry-level” boat, but it is broadly appealing with a straightforward design. The 19 Surf is made to be a water-sports family fun boat, with the added advantage of being able to surf behind because it is powered by a Volvo Penta Forward Drive. (Never wake surf behind a conventional rear-facing sterndrive.)

MAJOR FEATURES

Regal Surf 19 ESX FASTrac Hull
The Regal FASTrac Hull Design improves speed and fuel efficiency.

  • FasTrac Hull Design -- Designed to provide more control on the water, stepped hulls have proven themselves over the years to be efficient if properly designed, which is the case for the hull of the 19 Surf.

  • Volvo Penta Forward Drive -- The lower unit of this drive is essentially reversed, and the props face forward instead of aft, thus moving them 26” (66.04 cm) forward with the lower unit between the props and the wake behind.

  • Quick Launch System -- With the touch of a button on the Regal View glass dash, the boat’s special tabs will drop down to help it get quickly on plane, then automatically trim up as the boat comes on plane.

  • Social Seating -- Versatility in seating can be a real asset for a recreation boat under 20’ (6.10 m), and the 19 Surf features seating that can pair off a guest with the captain at the helm, or widen the scope of the cockpit’s social seating space.

  • Extended Swim Platform -- For a boat looking to deliver sport and fun on the water, the swim platform on the 19 Surf has an extended footprint, a non-skid surface, and a transom walk-through that makes it an active part of the shared space on the 19 Surf.

  • Fusion UD650 Stereo -- Attached to high-quality speakers installed throughout the 19 Surf, the Fusion stereo offers full integration with a smartphone for music or podcast streaming, as well as a waterproof deck to keep it safe while doing so.

  • No Ballast Wake Boat -- Because of the forward drives and the special tabs, Regal has not added ballast bags, yet she can still create a high, fun wake at the right speeds.

INSPECTION

Aft Swim Platform

The aft swim platform on the 19 Surf features Diamond MarineTred non-skid surface standard; with the number of watersports this boat will be a launching pad for, this is a must-have safety feature.

Reboarding is easy with the three-rung swim ladder, to port, which is recessed beneath a fiberglass hatch that can be accessed quickly and simply.

Regal has brake lights in the transom of its boats as well as on the trailers. They also serve double duty of telling the wake surfer which side the wake has been set on.

To starboard is a transom walk-through with the same Diamond MarineTred non-skid surface. Its presence creates a flow between the swim platform and cockpit, making them both integral parts of the 19 Surf’s appeal.

Cockpit

Sun Pad. To port of the walk-through, stretching along the transom, is the 19 Surf’s sun pad, a large upholstered space designed for laying out. The sun pad sits elevated on the transom; below it, facing forward and also extending along the transom, is a sofa-style seating space. Additionally, filler cushions can be installed in the walk-through to add further seating.

The seating space wraps along the port side of the cockpit, with plush bolsters as backrests. The forward end of this seating is a versatile, 28” (71.12 cm) wide seat that serves as the companion seat when faced forward. However, its back rest is adjustable so that the seat can be aft-facing. This becomes ideal for spotting or handing two or more people in what Regal calls “arena” seating. Just forward this along the port side dash is the 19 Surf’s lockable glove box.

The Regal 19 Surf has a nine-person seating capacity.

The cockpit also offers storage, with fiberglass hatches in the deck -- including a ski locker -- and further space under the seating, which includes a removable cooler.

Regal offers the option of carpet or seagrass mat for the decks on the 19 Surf. A Fusion stereo with full smartphone integration comes standard, with four speakers installed throughout the cockpit.

The Helm

The dash on the 19 Surf’s helm features a display screen installed under a brow with icon touch-button controls on either side of the screen. There are also Faria gauges, water-resistant switches, and a digital depth sounder. Along the starboard bulkhead at the helm is a stainless steel binnacle control with safety lanyard.

The steering wheel tilts and can adjust into any of five positions. The helm seat has an ergonomic design with a flip-up bolster for improved visibility and comfort when standing up.

Bow

The bow has a simple U-shaped seating design, with plush bolsters, stainless steel grab handles, and forward-facing backrests to port and starboard at the ends of the seating.

The bow also has two fiberglass storage lockers behind these forward-facing backrests.

The anchor locker is under the forward seat on the centerline.

POWER

The Regal 19 Surf offers four power options, and since only Volvo Penta makes a forward drive, they all are from that engine maker:

PERFORMANCE

With a full load of fuel, three people aboard, and 50 lbs. (22.68 kg) of gear, we had a test weight of 3,915 lbs. (1,776 kg). Powered by a single Volvo Penta 200-hp 4.3 L Fwd, we had a top speed of 42.2 mph. But with wake surfing boats it is not about speed, since surfing speeds will be from 12 to 15 mph, generally. Wakeboarders may want to go a bit faster.

Best cruise came in at 3500 rpm, where the boat went 24.2 mph, burning 5.8 gph for 4.1 mpg and a range of 131 statute miles.

Time to Plane. Because of the “tractor” nature of the forward drive and because of the Quick Launch tabs, the 19 Surf was very fast to plane and we recorded that it took just 2.9 seconds. Time to 30 mph was 6.8 seconds, which is also fast. These fast times are important for towing sports.

HANDLING

Handling was typical of forward drives which means she is much more responsive to the helm when running and is easier to back into a slip. The one drawback to the forward drive is that it cannot be trimmed up out of the water, or even nearly so.

While the forward drive can be trimmed up, it does not produce the wake as some might think. The wake is created by the boat’s displacement and the tabs.

The Regal 19 Surf does have a stepped hull, which Regal calls FasTrac, even though top speed numbers are not the name of the 19’s game. We found that the boat had no bad habits, as we used to see with some earlier stepped hulls in other brands.

OPTIONS TO CONSIDER

Regal offers a Lifetime plus Limited Hull Warranty, as well as a five-year transferable Limited Structural Hull Warranty, a five-year Limited Hull Blister Warranty, a Limited General Warranty, and a Limited Exterior Finish Warranty.

OBSERVATIONS

The Regal 19 Surf was made for family watersports, with the storage, seating, and power to make it happen.

The Fastrac hull design does offer greater speeds and fuel efficiency, which enhances the watersports capability of the 19 Surf. Everything about the boat is fun and no-fuss, from the color scheme to the dashboard design. The 19 Surf is made with high-grade finishes, stainless steel hardware, and can be upgraded to feature some useful amenities and features. That said, it is a boat with simple goals -- family watersports, fun, skiing, wake boarding, tubing -- but above all, wake boarding.

This is very much an affordable boat with the added advantage that she can do something most other sterndrive boats can’t -- be used for wake surfing. So it is now a sport for everyone.

Test Result Highlights

  • Top speed for the Regal 19 Surf (2017-) is 42.4 mph (68.2 kph), burning 15.7 gallons per hour (gph) or 59.42 liters per hour (lph).
  • Best cruise for the Regal 19 Surf (2017-) is 24.2 mph (38.9 kph), and the boat gets 4.1 miles per gallon (mpg) or 1.74 kilometers per liter (kpl), giving the boat a cruising range of 131 miles (210.82 kilometers).
  • Tested power is 1 x 200-hp Volvo Penta V6-200 4.3L Fwd.
